You can look through the past revisions to see how the page has developed. You can also look at the beginnings of conversations (forum posts), by clicking in the pale blue topic boxes.
There is clearly no consensus on the topic of ID cards yet, but the arguments have been thrown on to the table quickly. The flaws in some of the arguments have also been exposed. Conflict between different opinions are plain to see. Other people would come up with ways of resolving these conflicts. As conflicts are resolved one by one, the document comes closer to a state of consensus.
The example pages do not show the editing interface as of yet. This is a work in progress, so please be patient!
